Their representative on Tumblr broke it down in a pretty clear way:
We still don’t know if we’re going to pursue it yet. I know everyone’s calling it “third generation”, but you guys… it’s actually not that different from our English “second generation” we’re about to finish this fall. XD The selling point of this new Japanese edition so far is that it’s “large!”— which means to us it’s actually normal size, since Japanese books are smaller to begin with— and that Takeuchi is creating new covers for this run.
While the covers certainly look gorgeous, I’m not sure if there are enough substantial differences in this new edition for us to want to publish it right away. In Japan, it’s been almost 10 years since they published the “2nd generation” of the manga— the edition that we’re still finishing up now— so it makes sense for them to reprint it again. However, for us… these books are essentially the same thing we already have, just with different covers. ._. Maybe in a few years. (or maybe if some more details about it get revealed, so that we know it’d be a substantive change from our current edition.)
Plot concept: Usagi Tsukino is a normal girl – until she meets up with Luna, a talking cat, who tells her that she is really Sailor Moon! As Sailor Moon, Usagi must fight evil and enforce justice in the name of the moon and the mysterious Moon Princess. She meets other girls destined to be Sailor Senshi (Sailor Scouts), and together, they fight the forces of evil!
